Try re-installing the Uthgard Launcher using a freshly downloaded setup first. First, try reinstalling the Uthgard launcher by downloading the setup again from the Manage Account page, and running it. Try executing the Uthgard launcher as an admin once so that it can register the proper URL handlers. You can check if this is working by pressing "Windows Key + R", and typing "uthgard://test" and pressing enter.

In Windows, this means that the Uthgard launcher is the handler for those URL's. Since you see the Uthgard splashscreen, I'm betting that part is working. However, it's possible that a token isn't being passed correctly from browser to launcher, if some extension or security software decided to prevent some JS on the launcher page from executing.
